Royal Mail service changes in Coulsdon

The below letter has been sent from the six Coulsdon councillors to Mr David Gold, Head of Public Affairs at Royal Mail. I'll update this as and when we get a response.
'Dear Mr Gold,
Re: Proposed changes to post collection timings for the Coulsdon Area
We are writing as the six elected representatives of the Coulsdon West and Coulsdon East wards of the London Borough of Croydon.
It has come to our attention that the Coulsdon area is to receive a reduced service from 19th September. We were made aware by a number of residents that stickers have been placed on post boxes stating that: ‘To Improve efficiency from the 19th September 2014 the Post Office is intending to limit collection of post to 9 am on weekdays and 7am on Saturdays’.
To be honest, we are slightly dismayed that this is the first we are hearing about these changes. We have not been contacted in any way, either formally or informally, by any stakeholder management team to discuss the requirements of our combined 26,000 residents and your 26,000 customers.
As it happens, our residents are very unhappy with your service changes. We are aware that late collections are being stopped at 250 sites around Croydon and can only imagine that other councillors are receiving similar protestations. We write to politely ask Royal Mail to explain the logic for the decision and to reconsider the removal of the late collection.
Removal of the late collection strikes us as making ‘next day delivery’ next to impossible. If efficiencies must be made, can we ask whether Royal Mail has considered altering the service so that the weekday collection takes place in the evening after businesses and residents have ended their day? This would mean that mail collected in each post box during the day goes to the sorting offices overnight and would likely ensure next day delivery. Removal of the evening collection will mean that mail in the boxes will have been waiting for collection one whole day and one whole night before it is removed.
A large number of our residents in Coulsdon are elderly and rely on the postal service to communicate with friends and relatives. We are concerned that the changes to the service will contribute to many of our residents feeling cut off, which we hope you’ll understand is unacceptable from a well-being perspective.
We look forward to hearing from you in the near future and would welcome further opportunities to discuss this with you or any other relevant Royal Mail officer.

I have received an encouraging letter from Royal Mail which states the following: 'I would like to reassure all our customers in the Coulsdon area that we will retain a high level of access to late collection posting facilities (4pm or later). Clear sign-posting will be provided for customers on the relevant post boxes indicating where their nearest late posting box is. Existing post-boxes further than half a mile from a late posting facility are not included as part of these changes.'
