I was advised by Hadra this morning that Thames Water has closed a section of Hartley Down and raised this with Jackie Edgerton, Network Management Officer.
Jackie received a permit application for emergency work at 10.30 this morning so the Council therefore had no knowledge of this closure. Thames Water is allowed to submit an application two hours after the start of excavating.
I understand the works are to repair sewer pipes that have been causing sanitary issues for some residents, with the closure between 31 and 37 Hartley Down. A road diversion has placed for traffic via Hartley Old Road and Hartley Way and vice-versa.
Thames Water has provided an estimated date of 9th April, with 20 working days (within a 30 day period) i.e. – there won’t be any works on weekends and over the Bank Holidays.
Jackie has told me that the shaft is very deep and that any works are likely to cause a fair amount of noise. She has until Wednesday to grant the permit and said she can stipulate works to take place over the weekends and Bank Holidays to speed things up. I have said that I will gather resident views.
