When the new "big belly" bins were installed about two years ago, I remember being told that they automatically reported back to base whenever they were were getting full, so that someone would come and empty them.
Sadly, the technology didn't work for this one in Purley High street :-) . I've just reported it via the Lovecleanstreets app which i strongly recommend
