ADVENTure with John & Rosemary Kempsell

We enjoyed a lovely evening with local residents at John & Rosemary Kempsell's ADVENTure.  Each evening from 1 December to Christmas Eve a garage is open like a door on an Advent Calendar from 6pm to 7pm. ADVENTure is sponsored by Churches Together in Sanderstead. You can visit Priscillas tomorrow, (21st) and the scout HQ at Farm Fields on 22nd and 13 Sanderstead Court on 23rd. I particularly enjoyed the mulled wine and mince pies. 

Join All Saints Church for midnight holy communion, St Mary's Church for midnight mass and The Holy Family Church for carol snging followed by midnight mass.  Full details and times of all the services are listed on the church websites.

Sanderstead Road car park part 2

I've had a reply from Newman Francis to the email I sent yesterday in response the consultation:

 

Dear Cllr Tim Pollard,

It was great to see you at our community engagement event last month. Many thanks for your email, your feedback has been noted and has been passed onto Brick by Brick.

The concerns you have raised have also been brought up by residents, both who attended the event and those who were unable to. They have outlined that they use the car park for various purposes, mainly to access the local shops and businesses in the area, and feel that the loss of the car park will have an impact on their community. Residents who live directly adjacent to the development proposals at Vantage Point, have noted their concerns about overlooking & loss of privacy and these are points that we have collated in our final engagement report which we have now sent onto Brick by Brick and the architects. 

Brick by Brick have informed me that overlooking/daylighting are all taken into account and reviewed when submitting a planning application. This information will be submitted with their planning application, and residents will have an opportunity to submit further feedback on the development proposals, and note their objections / support on Croydon Council's Public Access Register at http://publicaccess2.croydon.gov.uk/online-applications/search.do?action=simple&searchType=Application

In addition, Brick by Brick have intended for the proposed development to be car-free and is a measure which they have taken to avoid increasing congestion on the streets in areas where there are good public transport links. Should the development proposal go ahead, they will advertise this to anyone looking to move in.

So on the one hand they get some kudos for a properly considered response rather than a generic one. On the other hand it is deeply concerning that the reply indicates that it is a foregone conclusion that a planning application is forthcoming: 'Brick by Brick have informed me that overlooking/daylighting are all taken into account and reviewed when submitting a planning application. This information will be submitted with their planning application'.

Call me a boring old traditionalist, but I thought the point of doing a consultation on the possible redevelopment of a local site was to enable a decision to be taken as to whether it should go ahead or not!

And with Cllr Scott cheerfully approving virtually every development that's put in front of him at the moment, it looks like we won't have our car park for much longer.

 


 

Walk In Our Shoes

The Public Office Ltd. have produced a report on the work they have undertaken with Croydon council and people with learning disabilities and their families and carers. They engaged with 189 people with learning disabilities, and 47 carers and organisations including schools and residential homes.  These very important views have been captured in this report and more importantly how service users feel that the council can improve their experience with the council and its services.

Two events have been arranged for family carers to share the report and to discuss how the messages are being taken forward.  One on 3 April at 1.30 pm, at the Braithwaite Hall and one on 6 April at 6.30 pm at the Leslie Park Road Centre.

Lighthouse Educational Society/Literary Society/Ladies Lunch

I spoke at three events last week in Croydon on my role as Mayor in 2013-14, the financial impact of Brexit on the UK economy and Croydon's position on adult social care and health.

As you can imagine there were plenty of questions for me and as we have now moved to triggering Article 50 I am sure that our MPs and other councillors will be facing similar questions on the future of the country, its financial stability and our trading agreements.  Many residents who live and work here and are a vital part of our economy are looking for assurance from the government and indeed friends that I have living and working abroad are looking to ensure their stability in the many european countries with whom we are linked.

I have confidence in our Prime Minister Theresa May who will navigate us through the next two years and eagerly await the outcome of those decisions and discussions that will place the UK in a unique position in Europe.

 


 

Sanderstead car park

Here is what I said:

Dear Sir

I attended the consultation event at Sanderstead United Reformed Church a few weeks ago to raise my concerns about the proposed development on the site of the shopper's car park on Sanderstead Road.

My ward colleague Yvette Hopley and I raised a number of concerns, the most significant being that the car park was being lost: only seven spaces will remain once the works are complete and this is quite insufficient for local need.

The nearby station car park is for all day commuter parking and doesn't have availability for short term parking (the minimum charge is £5.50).  The majority of people who use this car park use the shops opposite. 

This matter is compounded by the station approach shops redevelopment which was approved by the council this year, which no doubt will take away the parking places outside the shops whilst the construction is in progress.

I understand that the proposed new development of 18-22 flats will not have any car spaces at all on the grounds they are close to public transport.  Experience suggests that in spite of planners’ earnestly-held views, many of the occupiers will keep cars for recreational purposes and these cars will be parked in the already heavily-parked (and many with metered parking) nearby streets.  The adjacent development allowed when the other half of the car park was sold off has provision for 30% of occupiers to park and the same should be true of any future development! .

The car park has already been reduced in size over ten years ago to accommodate a block of flats and the amount of spaces left was proportionate and deemed necessary to serve the residents who drive down from Sanderstead and the surrounds to use the facilities. Sanderstead is built on a steep hill and therefore most people have to drive to the shops.  Very few people cycle as a result.

To take away the infrastructure that supports the area is not sensible at all and there are plenty of other areas that can be developed in the borough. 

I certainly hope that you do take note of the residents, shops and other people who write asking you not to bui! ld on this much needed facility and think about the impact it is going to have on the residents of Sanderstead, Croham, Purley and indeed a number of other residents in nearby areas who use this much used public facility from which an income is derived.

I also have significant concerns about the shadowing of one block by the other and the loss of privacy in the existing block, whose living and bedrooms will be heavily overlooked if this development goes ahead.

And finally, local groups believe that the car park was willed by a resident to the people of Sanderstead for communal use and was merely passed on to the council as a custodian. The total loss of this public facility would therefore be a significant breach of good faith by the council.

 


 

Sanderstead Road Shoppers' Car Park - Consultation Ends 31 March 2017

The car park is also used for the shops further down the road where there is a picture framers, a doctors surgery, a church and the pupil referral unit as well as the park.  There is very little off street parking which would accommodate the increase in parking in the already congested street.

This matter is compounded by the station approach shops redevelopment which was approved by the council this year, which no doubt will take away the parking places outside the shops whilst the construction is in progress.

Many of our residents are aged and rely on the car park for their pharmaceutical requirements.  Sanderstead is built on an extremely hilly road - hence the main part of the road being called Sanderstead Hill and therefore most people have to drive to the shops.  Very few people cycle as a result.

I believe that this development will be detrimental to the shops and other facilities in the area that rely on the car park for attending so many facilities in the area as I have already mentioned.  To take away the infrastructure that supports the area is not sensible at all and there are plenty of other areas that can be developed in the borough. 

I certainly hope that you do take note of the residents, shops and other people who write asking you not to build on this much needed facility and think about the impact it is going to have on the residents of Sanderstead, Croham, Purley and indeed a number of other residents in nearby areas who use this much used public facility from which an income is derived.

Seven Day GP Urgent Care Services and GP Appointments

People in Croydon will soon have access to a wide range of urgent care services, including GP appointments available from 8am to 8pm, seven days a week.

From April 2017, three ‘GP Hubs’ will open across the borough to treat children and adults with urgent care needs.  The new ‘Hubs’ will be open for longer hours every day, and will offer more services to treat both minor injuries and minor illnesses. 

People should call NHS 111 for an assessment to book an urgent appointment at a GP Hub.  The hubs also offer walk-in services, but the NHS is encouraging people to ‘phone before you go’ to make sure they access the most appropriate service for them.

NHS 111 is staffed by highly-trained health advisors to direct people to the best medical care depending on their symptoms – including the GP Hubs where appropriate. NHS 111 is available 24 hours a day and is free to call from landlines or mobiles.

Appointments at any of the new GP Hubs will be available to people living and working in Croydon if they are unable to get an appointment with their own GP.

The improved services are part of a new contract with NHS Croydon Clinical Commissioning Group and the Croydon Urgent Care Alliance – a coalition of hospital doctors, nurses and local GPs.  This means, that for the first time, emergency and urgent care services will be working together to provide more coordinated care and support right across the borough.  It also means patients and GPs within the Hubs will benefit by having more services closer at hand.

The new GP Hubs will increase the services already available at Purley Minor Injuries Unit and New Addington Minor Injuries Unit.  A new Central Croydon GP Hub will be provided within the East Croydon Medical Centre, replacing the walk-in centre located on Edridge Road.

There will also be a continuation of the Urgent Care Centre and GP out-of-hours services located at the front door of the Emergency Department at Croydon University Hospital.  The Urgent Care Centre itself will be open 24/7 and equipped with the expertise to treat all urgent but non-life threatening illnesses or conditions.

Additional services from the Croydon Urgent Care Alliance will include:

·       A roving GP service to provide urgent home visits for local residents live from 1 July 2017

·       an out-of-hours GP service, including rapid telephone advice, face-to-face consultations and home visits from trained clinicians Monday to Friday (between 6.30pm to 8.30am), and 24 hours a day at weekends and bank holidays.

Dr John Chan, a local GP and the chair of Croydon GP Collaborative said:

“The new urgent care service enables previously separate parts of the system – including the Urgent Care Centre, A&E, and Walk-In Centres – to be joined-up along with other primary care services, such as GPs and local pharmacies. This will make access to appropriate care and advice much more straightforward for patient and professionals alike.

“We are also promoting 'Phone Before You Go!', which uses NHS 111 to book individuals for telephone or face-to-face consultations at the hubs for a more seamless patient experience.”

Dr Kathryn Channing, lead consultant for the Emergency Department at Croydon University Hospital said:

“In joining-up our urgent and emergency care services, we have a real opportunity to get this right for Croydon.  Across the country, you hear reports of emergency services under pressure as people often find it difficult to access primary care – especially in the evening and at weekends. 

“Our alliance means that GP appointments will be available from 8am to 8pm, 7 days a week.  What’s more, because the hospital will be running the services with Croydon GPs, you will be seen by one team working together to provide the right care for you.” 

Dr Fiyaz Lebbe, GP Director of AT Medics added:

“By combining our services, we are placing people at the heart of everything we do, rather than expecting people to navigate their way round from one service to the next.  By working together, our people will benefit from extended opening hours for GP Hubs, with direct links into hospital care and local pharmacies.  This means we can do more to keep people well, and provide expert care and treatment when it is needed.”

The Croydon Urgent Care Alliance teams up hospital doctors and nurses alongside community healthcare professionals from Croydon Health Services NHS Trust, with General Practitioners throughout the borough to offer a wealth of clinical experience, knowledge and expertise.

Local GPs have formed the Croydon GP Collaborative and, with the Trust, have joined with AT Medics – a leading provider of primary care services in London – to complete the partnership.

Dr Agnelo Fernandes, Assistant Clinical Chair, Croydon Clinical Commissioning Group, said:

"We are delighted to announce that the contract has been signed for Croydon’s new urgent care service.  The plans were drawn-up after extensive engagement with local residents who called for longer opening hours and greater access to GP appointments.  We are proud that Croydon Urgent Care Alliance will help local people to get the right treatment by the right person in the right place.”

The contract awarded by Croydon CCG will run for three years from April 2017, with an option to extend for a further two years.

Someone has dumped a load of household items around the tree just south of the pedestrian crossing over Limpsfield Road adjacent to the borough boundary. This has recently become a regular location for fly tips.

I have requested that it be removed.

 


 

Loss of Sanderstead Road car park

Croydon Council has been working for over a year to identify sites for its new housing development company, Brick by Brick (BxB), to develop out. Clearly there are a number of council sites in the borough where there is little controversy about the proposed developments, but there are others where it is highly controversial. 

One of these is the car park opposite the parade of shops by the main entrance to Sanderstead Station. The last time Labour was in administration in Croydon (2002-6) it sold off half the existing car park, which formed the site on which the new block of flats was built.

That time it took several years for us to get the council to reinstate remaining portion of the car park and it wasn't until we returned a Conservative council in 2006 that we got the site resurfaced and the appropriate ticket machines installed.

Now the council is proposing to almost completely close the car park and reduce the number of public spaces to just seven. It wants to build a new block immediately overlooking the existing one - so that there willl be considerable shading of one by other for most of the year, as well as a total loss of privacy to the current residents. 

The new building would  be a 4/5 storey block with 20-22 flats, and NO provision of ANY car spaces for the new residents. There would be a permanent loss of about 25 parking spaces in this very popular car park, while at the same time the local demand for car spaces will be massively increased as a result of the influx of new residents.

If the site absolutely has to be developed, then there should be a way to retain at least some parking spaces, for example by putting the building up on stilts leaving part of the ground floor still available for parking; no doubt there are many other planning options.

As you would expect, the traders are up in arms - they rely heavily on people being able to conveniently park opposite for quick shopping visits. The station car park is no substitute, as this is set up for long stay parking for commuters, so would be too expensive for shoppers (as well as often being full).

Another aspect which has incensed local residents is that the site of the car park was a gift to the people of Sanderstead from a resident many decades ago, to be used for the benefit of residents. The council apparently has 'no record' of the terms of the bequest, so feels free - as it did last time - to completely ignore it.

Whilst the design of the proposed new block is not finalised, initial sketches are not encouraging - it looks more like a prison than a home! Sadly, athough we are always told 'oh, it's only an outline design at this stage', when the design is finalised it usually bears a striking resemblance to the one initially presented!

This site is just in Purley ward but we will be working closely with the Purley councillors on this.  The shops are in Croham ward while St Mary’s Road is in Sanderstead ward, so the site is at the junction of three wards.

I would stress that I am not opposed to BxB's work on principle, but I do believe that a number of the sites which Labour believes are 'surplus' are actually vital community assets (it also proposes developments on other car parks, community centres and youth clubs). This one is the wrong development in the wrong place, and is one our council should back off from. 

 


 

Dog neutering vouchers

This is one of the more oddball posts I have done in my time as a councillor......

Croydon Council dog warden service works in close partnership with Dogs Trust to help promote responsible dog ownership. They recently ran a Christmas bull breed project, which was very successful and their latest project is our ‘£35 Neutering’ initiative, which runs throughout the whole of 2017. The idea is that they have 50 low cost neutering vouchers for selected breeds, allowing owners who are on benefits or a low income and living in a Croydon postcode to get their dog neutered for just £35 at any one of our participating vets. The procedure normally costs between £200- £500 depending on the size of the dog so this is a huge saving and will hopefully encourage owners to go ahead.

There is a UK wide overpopulation of unwanted dogs and although this is due to a large number of unscrupulous backyard breeders, there are also many owners who would like to have their dog neutered but simply cannot afford it, which leads to accidental litters, continuous straying, dog thefts and unneutered dogs being sold to new owners, antisocial behaviour involving dogs and dangerous dogs so I hope this initiative will help curb these problems.
